This meeting involved representatives of the Ministry of Justice\, the Central Office for the Repression of Corruption and the President and members of the CTRF Council (Algeria’s Financial Intelligence Unit).\n\nIn addition to discussions on the evolution of laws on AML/CFT around the world\, the EU Global Facility experts tackled the question of “are the changes made to the law sufficient for a good alignment with international standards?.” \nLater during the day\, a workshop was organised to review and analyse the Algerian AML/CFT law\, for which the Algerian CTRF requested the Global Facility’s expertise. \n  \n\nFrom Tuesday to Thursday\, different workshops and meetings will be organised to cover the implementation of the Technical Assistance Coordination Committee (TACC)\, the technical assistance programme for the Designated Non-Financial Businesses and Professions (DNFBPs) sector\, and the national risk assessment of virtual assets.\nThe visit will conclude with a meeting with representatives from the EU Delegation to Algiera.\n\n[/vc_column_text][/vc_column][/vc_row]

H.E concluded with thanking the EU Global Facility\, the French Embassy\, the experts and the countries representatives for their presence in this conference and expressed his best wishes to all. \nSpeaking at the opening ceremony\, Alexis Le Cour Grandmaison\, French Ambassador to Jordan\, underlined the need to put in place an adequate legal framework to identify criminal assets\, including virtual assets\, as early as possible in the investigation in order to maximise the possibilities of effecting a seizure. He also referred to the decisive action of the French Asset Recovery Agency (AGRASC) “whose recoveries have doubled between 2020 and 2021 to reach 480 million euros. It is important that this activity benefits the public community”. \nThe event\, which will witness the intervention of more than 20 experts from the Americas\, Europe and the Arab world\, seeks to tackle the causes and existence of AMLCFT risks\, and promote cooperation and compliance with the global standards and cooperation in the field of Vas. Ultimately\, it seeks to guide respective countries\, their competent authorities\, and the private sector\, on shaping the strategic direction of dealing with VAs\, Virtual Asset Service Providers (VASPs)\, and understanding requirements of this direction\, i.e. banning or regulating VAs. \n“This event is a recognition of the crucial importance of exchanging and sharing best practices between countries from the same region\, especially on such an innovative and new topic\,” said EU Global Facility Team Leader David Hotte\, thanking all participants for their active participation and interest in the topic. \n???? VAs represent an attractive economic opportunity for jurisdictions\, but bring along a number of challenges and risks that must be understood and managed for their safe integration within a country’s economy. Amongst other things\, are financial crime risks (for example the abuse of VAs to evade sanctions\, launder money or finance terrorism)\, as well as the potential impact on the wider ecosystem. For instance\, banks might need to put in place increased/tailored monitoring to bank these operators\, and regulators might need to adapt their regulatory and supervisory approaches to target the specific risks brought about by VA operators\, whilst guaranteeing a rapid regulatory process and a smooth supervision experience (to maintain a competitive edge against other More specifically it will review how legal professions and accountants\, and their self-regulated bodies\, adequately apply AML/CFT preventive measures commensurate with their risks\, and report suspicious transactions. \nIn the second day\, a technical training for ML/TF self-regulated bodies will be delivered. Notably\, support was requested for the accountancy professions (chartered accountants and certified accountants)\, the legal professions (lawyers\, notaries\, adouls)\, dealers in precious stones and metals and traders in antiques or works of art\, casinos and gambling establishments\, as well as real estate agents. \nThe EU Global Facility began delivering online technical assistance activities to Morocco in November 2020\, focusing on the topics on beneficial ownership and cryptocurrencies. I am confident that the discussions at this conference will provide guidance in this direction.” \nThe high level conference will witness the participation of representatives from some of the most important actors in the banking field\, including the International Monetary Fund\, the Wolfsberg Group\, SWIFT\, the Financial Action Task Force (FATF)\, the Egmont Group\, Facebook Payments\, as well as Mauritian financial institutions. \n“The BoM works very closely with all its regulatees to ensure a continuous monitoring of developments on the front of correspondent banking and cross border payments. This workshop is therefore of paramount importance to come out better equipped in view of fostering stronger correspondent banking relationships\,” said Harvesh Seegoolam\, Governor of the BoM. \nFor his part\, David Hotte\, Team Leader of the EU Global Facility\, explained: “The economic impact of de-risking can be devastating for countries around the world. They include difficulties in accessing international payment systems and foreign markets for trade\, closure of operations by institutions\, reduced scale of operations\, and diminished financial performance and job losses.” \nNoting that the number of correspondent banking terminations and restrictions had increased in the ESAAMLG region in recent years\, he added: “with this unique and very high level conference\, we intend to provide answers and solutions to the conclusions of the ESAAMLG survey on correspondent banking relationships.” \nLast year\, Mauritius was removed from both the FATF List of Countries subject to Increased Monitoring ahead of the FATF set timelines and the European Commission List of High-Risk Third Countries. Alexander H.\, and Superintendent of Non-Financial Subjects (SSNF) Dayra Carrizo Castillero\, welcomed the support provided to Panama by GAFILAT \, the EU GF\, the IMF and the WB. \nFor his part\, GAFILAT Deputy Executive Secretary Gustavo Vega commended the close work that started between the EU GF and GAFILAT on the topic of beneficial ownership \n  \nThe next day\, a workshop on national risk assessment for Designated Non Financial Businessess and Professions (DNFBPs) was held. \n[/vc_column_text][/vc_column][/vc_row]

Sharing of expertise and the participation of Europol in some of the EU Global Facility’s activities were also evoked. \nIndeed\, the Global Facility mentioned its keenness on inviting Europol experts in a targeted way\, depending on the topics and the countries. \nThe exchanges contributed to positioning the Global Facility as a potential technical assistance solution in countries with which Europol cooperates\, and where a need for training on AML/CFT related matters is emerging (ex: Colombia was mentioned). \nThe Global Facility also expressed its interest in joining the Europol Platform for Experts (EPE)\, which could serve as a forum for exchange between police officers trained in the partner countries. \n???? ???????? Attendees included representatives from the Anti-Money Laundering Unit\, the Central Bank of Jordan\, the Companies Control Department and the Jordan Free and Development Zones Group. \nThe workshop focused on \n\n(i) the finalisation of the draft BO Regulation that the Global Facility has been working on with Jordan and\n(ii) the identification and planning of the upcoming activities related to the implementation of this Regulation (e.g. outreach activities for the FI/DNFBP sectors\, supervisors and legal vehicles in scope).\n\nFollowing the workshop\, meetings were held with the head of the AMLU and the Controller of the Companies Control Department to discuss the forthcoming activities to be organised by the EU Global Facility in Jordan. Speakers included representatives from the Deutsche Bundesbank\, the European Banking Authority\, the European Commission\, the UAE Central Bank and Egypt’s FIU (EMLCU)\, among others. \nThe e-workshop was composed of two chapters of a half-day each: \n\nChapter 1 on Operational aspects of correspondent banking where speakers described the payment process commonly used in correspondent banking. They presented some of the features and characteristics of the different messaging methods.\nChapter 2 on Compliance and enforcement of correspondent banking risks. This part focused on the elements to set out to provide clear guidance for supervisors to proceed with the work of designing or improving national supervisory practice on correspondent banking\, and on enforcement investigation by the FIU.\n\n[/vc_column_text][divider line_type=”No Line” custom_height=”30px”][vc_column_text]Following the event\, a consolidated Key Needs Assessment document was produced\, gathering relevant input from all participants. It provided key suggestions and specific areas for improvement with regards to the work of the Central Bank of the UAE on CoBa.
